Anti-Hazing Policy
On December 23, 2024, President Biden signed into law the Stop Campus Hazing Act or SCHA. While this new law largely pertains to Universities and Colleges with student organizations, ALL schools must have an Anti-Hazing Policy, that gives the legal definition of hazing, hazing statistics (located with Oliver Finley Academy’s Campus Security Report), anti-hazing awareness and prevention, and disciplinary proceeding against any student organization that is in violation of said policy.
Hazing Definition:
“Any intentional, knowing, or reckless act committed by a person (whether individually or in concert with other persons) against another person or persons regardless of the willingness of such other person or persons to participate, that (1) is committed in the course of an initiation into, an affiliation with, or the maintenance of membership in, a student organization (e.g., a club, athletic team, fraternity, or sorority); and (2) causes or creates a risk, above the reasonable risk encountered in the course of participation in the IHE or the organization, of physical or psychological injury.” Public Law No: 118-173
Student Organization Definition:
As defined by the Clery Act, a student organization is any group (such as a club, society, association, athletic team, club sports team, fraternity, sorority, band, or student government) that includes two or more students enrolled at the institution, whether or not the organization is officially recognized by the college.
Scope of Anti-Hazing:
This policy applies to all Oliver Finley Academy students, staff, teachers, guest speakers and alumni affiliated with student organizations. Though Oliver Finley Academy has no knowledge of any student organizations on or off campus, hazing is strictly prohibited.

- Confinement to unreasonably small, unsanitary, or unventilated spaces
- Sleep deprivation
- Assignment of humiliating or dangerous pranks
- Personal servitude or coerced physical activity causing undue fatigue
- Verbal abuse or threats
- Exposure to extreme weather without appropriate protection

- Organized contests, competitions, or supervised events consistent with institutional policies
Awareness and Prevention:
Should Oliver Finley Academy promote or become aware of ANY student organization, on or off campus, we will be committed to promoting additional hazing awareness and prevention and will conduct:
- Mandatory training for student leaders and members of student organizations
- Promote campus-wide awareness on the signs and dangers of hazing
- Ongoing reinforce of anti-hazing expectations and education on the topic
- We offer prevention education online via the video “We Don’t Haze” which can be

Enforcement:
In the event of any reported hazing, it will be taken seriously and promptly investigated, and may include:
- Interviews with parties involved
- Review of documentation or digital evidence
- Coordination with local law enforcement, as needed
Oliver Finley Academy would strive to conclude investigations within 60 business days, whenever possible. All investigations would ensure fairness and impartiality for all parties involved.
Reports could be submitted anonymously, though this could limit the school’s ability to fully investigate.
Retaliation against any person who reports hazing or participates in an investigation would be strictly prohibited and would result in disciplinary action.
Penalties:
Individuals and organizations found responsible for hazing could face disciplinary actions, including:
- Individual penalties: warnings, probation, suspension, expulsion
- Organizational penalties: suspension of activities, loss of official recognition, and/or permanent ban from campus
Criminal penalties may also apply under Idaho state law.
- The Stop Campus Hazing Act (SCHA) (S.2901, H.R.5646)
- Idaho Criminal Code Section § 18-917
